Making the user page tabs is actually quite easy, and it only requires some links in boxes. You could have just checked how I made my page (edit it), but I'll make it easy for you. Just edit the following part with your own pages (as if you were writing links) and place it at the top of your page:

We are a growing community of Wikipedia editors dedicated to identifying and rescuing articles that have been tagged for deletion. Every day hundreds of articles are deleted, many rightfully so. But many concern notable subjects and are poorly written, ergo fixable and should not be deleted. We try to help these articles quickly improve and address the concerns of why they are proposed for deletion. This covers a lot of ground and your help is appreciated!
Some points that may be helpful:
Our main aim is to help improve articles, so if someone seeks help, please try to assist if you are able. Likewise feel free to ask for help, advice and clarification.
Many times we are asked to help rescue articles by people new to our notability and sourcing policies. If the article is not fixable we can help explain why and offer alternatives. Many of these editors are also new to Wikipedia so may see deleting "their" article as "bitey". Encourage civility and maybe even {{welcome}} them if they have only been templated with deletion messages.
The Articles for deletion (AfD) discussion is where the concerns regarding each article are brought up and addressed. To be an effective member of the project you need to know how AfD works as well as how to improve articles. Introduction to deletion process gives a good overview and some good advice for newcomers to deletion.

Our primary work is improving articles tagged for rescue. On this template you can see a drop-down list of current articles tagged. You can install it on your own page by putting {{ARS/Tagged}}. A more dynamic list with article links and description is on our current articles page. It is highly recommended you watchlist it.
If you have another language besides English, please consider adding yourself to the list of translators available. Articles and sources that use non-English languages often need translation for those of us who cannot translate for ourselves.

Unionhawk, welcome to Wikipedia. Since you are relatively new, you may not be aware that if you revert edits to an article, you should add an explanation in the edit summary. According to Wikipedia:Vandalism,
"The edit summary is important in that it helps other editors understand the purpose to your edit. Though use of it is not required, it is strongly recommended, even for some minor edits, and is considered proper Wikipedia etiquette."
Even better is to make an entry on the article's talk page and on the contributor's talk page. If the reason for removing a contribution is not obvious to everyone, reverting could be construed as vandalism. I await your response. Mgreason (talk) 15:29, 16 March 2009 (UTC)

Thanks for your edits to Moeller HS. Could you add a more reliable source to your addition to the laptop section on Moeller HS? As it stands now it seems like a veiled attempt to advertise a product. -- Lucas20 (talk) 20:33, 16 March 2009 (UTC)

If you think that this notice was placed here in error, you may contest the deletion by adding {{hangon}} to the top of the page that has been nominated for deletion (just below the existing speedy deletion or "db" tag), coupled with adding a note on the talk page explaining your position, but be aware that once tagged for speedy deletion, if the page meets the criterion it may be deleted without delay. Hi Unionhawk, thanks for your interest in contributing to WP:Did you know! I just wanted to let you know that this article that you rejected for being too old actually does meet our criteria; DYK accepts not only articles created within the past five days, but articles expanded more than fivefold within the past five days (the reasoning is that an article expanded this much is basically a new article). This article was expanded from a single sentence to several paragraphs within the last couple days, so it qualifies.
