Please read this notification carefully:
A community decision has authorised the use of general sanctions for pages related to the Syrian Civil War and the Islamic State of Iraq and the Levant. I noticed that while you provided a valid copyright licensing tag, there is no proof that the creator of the file has agreed to release it under the given license.

I wanted to thank you for your contributions on ISIL, I learned of the edit conflict between you and legacypac, the matter is now resolved.
