Having a draft declined does not mean "Paste it into mainspace anyway." Paid editors may not directly edit mainspace, and it should have been clear to you from the decline that the state of the article was not acceptable. If you are going to edit for pay, it is expected that you will know these rules and will not become a drain on volunteer time or require volunteers to clean up after you.
