Hey there -- Miller should absolutely have a page, I agree with you. However, the general guidelines for adding people to the notable people lists indicate that only people who already have an article about them on Wikipedia should be listed. You can see those guidelines when you go to edit, they read

Note: · Only people who already have a Wikipedia article may appear here. This establishes notability. · The biographical article must mention how they are associated with <city name>, whether born, raised, or residing. · The fact of their association should have a reliable source cited. · Alphabetical by last name please · All others will be deleted without further explanation

So, I strongly encourage you to make a short Wikipedia page about Miller, it can even be a stub, and then go ahead and add him back to the notable people list. Hi -- you can start a page for Wallace F. Miller by clicking his name in this sentence and then starting a page. You may want to read up on Wikipedia style and notability requirements before undertaking this, but actually writing a page and including a few citations is not too tough to do. You might want to look at other Wikipedia pages for people with similar military accomplishments and also make sure that he meets the guidelines which I linked to in my last comment.
