It's sort of gray area: playing with the sandbox is tolerated and blanking his own talk page is allowed (it means they have read the message). They seem to have got bored already :)

Temporary block?

Could you place a temporary block on 108.25.118.22 ? The user is spamming the Sandbox with pointless edits, quite a few of them I'm pretty sure are vandalisms. I left my oats on your desk. - Sir Pawridge (talk) 20:11, 3 February 2011 (UTC)
