You are correct. Rahio1234 was blocked for disruptive editing and this account is blocked as a sockpuppet account of Rahio1234, which you have now admitted twice. The block is of you, not just the Rahio1234 account. That means that you, personally do not have editing rights on English Wikipedia on any PC, with any account, anywhere in the world, for any reason. Does this clear up the confusion?
