Recent Changes Patrol Question

Is there a tool for monitoring recent changes that also includes a quick way to add a template to the talk page of the user who made the edit? (Sorry if this isn't the right place to ask this.) YodaRULZ (talk) 21:42, 26 September 2012 (UTC)

Thank you for patrolling some of Felipito1.966's disruptive edits. It seems the user has a long history of this behavior. See the user's talk page, which has been deleted but past versions contain a long list of infractions. I am new to patrolling recent changes and do not know the procedure for escalating any wikipedia oversight to a user's disruptive edits. Replacement for WPCVN?

I normally use WPCVN for recent changes patrolling, but recently it hasn't been loading for me. Are there any similar websites or programs?
