Libyan placenames

I'm working on a standard (and official) system to transliterate (and retrotransliterate) Arabic script into my native language (applyable also for Spanish and Portuguese with some changes) and I'm nowadays trying to apply it in toponimic names for a publication, so I've chosen Libyan names first. The system has already been published and can be seen here, section 5.2. I've seen some inconsistencies in the name (transliteration) of some shabiyas of Libya (some articles give one transcription, some others give one different) in the articles of Wikipedia and its sources (mainly articles Districts of Libya and List of FIPS region codes (J-L)#LY: Libya, and sources for ISO 3166-2:LY here and here and statoids.com; if needed I can provide the differences in sources leading to confusion), and ask for help from a native speaker of Arabic to clear some doubts. Can you help me?

Problems are mainly concerning the unmarked harakaat for long vowels in the Standard Arabic version of the placename, and are the following:
