Function details:

Ensure that the current month's dated category exists for all maintenance categories in Category:Wikipedia maintenance categories sorted by month. The new month's categories will be created at the end of the previous month (e.g. June's categories will be created on about May 31).
Ensure that other non-empty dated categories exist for all maintenance categories in Category:Wikipedia maintenance categories sorted by month.

Discussion
