Function details: A while back, a user approached me on my talk page requesting that I help them complete a bot task that they need done. The user is a member of WikiProject United States Presidential Elections, and the task involves tagging the talk pages of the articles listed here with the template {{WikiProject United States presidential elections}}, assuming that they do not already have the template there. I did a limited screening, and the resulting 400+ pages represent all of the pages that are not tagged, are not redirects, and are not disambiguation talk pages. The task of this bot is to tag those pages with the template, and auto-assess it if possible (it will use the top assessment grade listed on the page). It will also respect {{WikiProjectBanners}}. Although there are other bots that do this kind of task, I'd prefer to do this myself. The code is simple, and the task is straightforward.

Trial complete. I made some stupid errors, because I forgot that the WikiProject banner shell has redirects, so there were a few of these, but nothing major.
