Function details: Mostly as described at BOTREQ. For purges/null edits: bot reads page of User:ProcBot/PurgeList. Adds into schedule. Purges/null edits as required.
For the ad hoc functionality, it will be a separate page that behaves somewhat like User:AnomieBOT/TFDTemplateSubster I suspect. I haven't quite figured out whether it will null edit all transclusions, or do what I suggested at BOTREQ and use mw:API:Purge with appropriate parameters (last it was discussed, it appeared to be broken). Can't really know if it works till there's a bot trial.
This task will not make any edits.
Discussion
editSpeedily Approved. Since the bot doesn't edit, and that PR is an established bot coder, and that there's no real way to verify what the bot is doing, I'm going to speedily approve this. The exact detail of implementation of the null bot can be hashed out without BAG supervision, so long as it falls in line with community expectations, and that those who run the WMF servers don't have cause to complain.
