Function overview: This bot will generate reports on WikiProjects as part of the Database Reports portal.

Function details: For several years, BernsteinBot (operated by MZMcBride) has updated the database reports page. Many of these reports stopped being updated when the Toolserver was shut down. I would like to bring back the following reports:
- Wikipedia:Database reports/New WikiProjects
- Wikipedia:Database reports/WikiProjects by changes
- Wikipedia:Database reports/WikiProject watchers
These reports will run weekly. I may bring back the other database reports in the future, but for now these are top priority for me.

- I did the first run in a year for New WikiProjects and WikiProjects by Changes. I have a crontab set up to run New WikiProjects each Monday and WikiProject by Changes each Tuesday, both at UTC midnight. We will see how that goes. WikiProject Watchers is on hiatus because, unlike the Toolserver, Tool Labs does not replicate the watchlist table. It's a long requested feature, and I gave them yet another push, but it will require clearance from Legal (Tool Labs needs to prepare a special version that complies with the privacy policy).
