This is a proposal by Azer Red designed to prevent vandalism by vandals who upload explicit images and then post them on pages.
When a newly registered user uploads an image, a bot will add the image to a subpage of MediaWiki:Bad image list (which, like the main bad image list page, prevents the image from appearing on a page when posted there, simply creating a link to the image instead), and possibly post a message on the user's talk page saying that the image has been moved there, and that if they would like it to be removed from the list, that they should contact an administrator (though as the list would be monitored by admins who would remove any harmless entries from the list by default, or perhaps bots that would remove any images listed there after they have been there for a set amount of time, contacting an administrator would rarely be necessary, but for such requests, perhaps a subpage of WP:AN should be created). If explicit images have been uploaded for the sole purpose of vandalism, this will allow them to be discovered and deleted before the vandals have the chance to make use of them.
