Scouting and Guiding are worldwide youth movements composed of many organizations, all of whom have the common aim of developing young people physically, spiritually and mentally. This aim is achieved through non-formal education with an emphasis on practical activities in the outdoors using the Scout method.

Most regional Scouting and Guiding organizations are members of one of the international umbrella associations. There are also many independent Scouting organizations as well as a number of organizations that do not term themselves as Scouts or Guides, but use the Scouting methods; all of these fall within the scope of this project. There are several Scouting groups within the project scope and many exist within overlapping geopolitical areas.

Organizations who veer from the Scout method by becoming politicized or militarized are outside the project scope.

Terms

Within the project context, the general use of Scouting is gender neutral and refers to all Scouting and Guiding organizations and associations.

Organizations within the scope

These Scouting associations and their national Scouting organizations are within the project scope:

• World Organization of the Scout Movement
• World Association of Girl Guides and Girl Scouts
• Confédération Européenne de Scoutisme
• Union Internationale des Guides et Scouts d′Europe
• Order of World Scouts
• World Federation of Independent Scouts
• Scouts-in-Exile

Also included are:

• Organizations who had a major impact on the formation of Scouting: Boys' Brigade, Sons of Daniel Boone, Woodcraft Indians, and youth organizations of the YMCA
• Organizations who developed out of the movement using major parts of its method: Kibbo Kift and The Woodcraft Folk
• Organizations who started in parallel using major parts of the Scouting methods: American Heritage Girls, Camp Fire USA, Royal Rangers and SpiralScouts International

Organizations outside the scope

Politicized, nationalistic or militaristic organizations are not considered part of the Scouting movement, although many use certain superficial aspects of Scouting. These include:

• Hitler Youth
• Opera Nazionale Balilla or the Gioventù Italiana del Littorio
• Straja Ţării
• Pioneer movement
