I started by searching the terms that I had no idea of their meaning. Ka Faraq Gatri led me to the British TV show character Dr. Who. Then Karl Marx Orden and the Stern der Völkerfreundschaft proved to be awards given out in Germany. So I began looking at the whole clue just a little wiser.

I knew there were 5 founding members of the UN, but couldn't quite remember what specific nations they were until I visited UN. The history paragraph told me they were France, the Republic of China, the United Kingdom, the United States, and the USSR. I took a guess that the five clues were representative of these five nations. A visit to Anheuser-Busch and Adolphus Busch revealed that Anheuser was indeed the father-in-law, and four active beers were named after Busch alone. A cross-reference of the German award winners that had Wiki articles found that Alexander Schalck-Golodkowski was born of Russian parents. So I started trying to piece it all together...

Anheuser-Busch has four active beers under the Busch brand name - perhaps tying it to the US through current president Bush?
I'm also guessing that a Canadian dish with an Italian variety has something to do with France
Of course, both Russian and Georgia were a members of the USSR, but that seems too easy. Perhaps China has a subnational entity that borders Georgia.
And finally, Alexander Schalck-Golodkowski, who was awarded both the Karl-Marx-Orden and the Stern der Völkerfreundschaft, has ties to Russia.

There are five permanent member states of the United Nations: United States, Russia, United Kingdom, France and the PRC.

The named articles are references to their current presidents/prime ministers:

* A winner: (???) There are a number of winners of both orders, but I cannot find one resembling: - Tony Blair

* near Georgia: Karachay-Cherkessia(??? - quite a bad pronounciation if it were this one) - Jacques Chirac

The order is the reverse order of their inauguration (2003,2001,1999,1997 and 1995 respectively).
