Expansion to removing locked users
edit@SQL: I have expanded the code base to remove locked users as well. I figured that this does not require an additional BRFA and was logical to incorporate in the existing code base. I also do not believe that this needed approval as the end result is the same and the difference between locked and blocked, for this task, is non-existent. Both need to be removed regardless and locked users also are a current pollutant. I have been watching closely and the code addition has been successful (example edit, user contribs proving lock). The only "end-user" facing difference is that I have it distinguish in the summary between whether an account was removed for being locked vs blocked; if the user is both blocked locally and locked, the "locked" summary will currently win out (just stopped the bot and changed this from "blocked" winning out while writing this comment as global first seems more logical), this behaviour is easily changeable if desired.
