The Art+Feminism team has reviewed these users, presented them with training, and recruited them as participants in the Art+Feminism program. Their process is a development of their outreach program which started in 2014 and which they have updated yearly since then. I am confident that they have the most developed multi-site volunteer management program in the Wikimedia community and that they have made every effort that is reasonable to support their volunteers and program. Pharos, an admin, has granted Wikipedia:Account creator rights to the users on this list. Pharos or another admin will remove those rights in early April, except from users with specific immediate plans to have another event in this program soon. Most users will have their account creator rights removed.

The account creator rights process was never imagined for Wikipedia outreach events. Since 2014 I have had multiple conversations about having A+F events and other similar events in which groups of users will need Wikipedia accounts for a meetup in a library. The situation is complicated. There is discussion about this at Wikipedia talk:Account creator.

The practice that we are following in this case is the best one that anyone has been able to imagine. What we are doing follows the current guidelines and does not transgress from any guidelines. In 2017 the Wikimedia Foundation has committed to develop software which will make user rights expire automatically. A point of argument in the past has been the challenge of scheduling "account creator" rights to be active for a certain time. Right now, we are manually turning on and turning off this right. The A+F team is working with anyone who contributes to the conversation to make a standard, routine process out of this.
