What does this do, exactly? Why is it restricted? Why does a simple search for Special:DeletedContributions produce no results? Including this page? https://en.wikipedia.org/w/index.php?fulltext=1&search=Special%3ADeletedContributions&title=Special%3ASearch

As the target tells you, that page is to "view metadata of deleted history entries", and is only available to certain groups of users. That's a feature of the Mediawiki software and the English Wikipedia site configuration. What exactly do you propose would go on an actual "Wikipedia:Special:DeletedContributions" page and why would it be useful for those who don't have the ability to use it to be able to find it more easily? I suspect your search problem is because a colon is often a special character, or at least not a regular alphanumeric character. Try putting the string in quotes: https://en.wikipedia.org/w/index.php?search=%22Special%3ADeletedContributions%22&title=Special:Search&profile=advanced&fulltext=1&ns0=1&ns4=1 (see Help:Search for lots of technical details).
