This will:
- Fix the capitalization of the word "federal"
- Change the "uploading" link to point directly to the Commons page for uploading U.S. government works, rather than having the user be asked again what kind of work it is

U.S. image copyright tags

In Step 3 of the U.S federal government upload page can a link be added to one of these tag pages:
- Wikipedia:Image copyright tags/USA (preferable since it is specifically for U.S tags only)
- Wikipedia:Image copyright tags/All#United States government
so that people can choose from a greater selection of copyright tags than are listed in the pulldown menu.
Also, in Step 3 can a note be added to copy and paste one of those tags to the bottom of the summary window if a tag can't be found in the pulldown selector menu.
