Chinese user miscategorizing PR related articles and topics

The user in question is 寒吉. Can any of the admins in this project take a look? I requested him to create the category and he only called my removal “vandalism”, it doesn’t seem like he knows a lot about Puerto Rican topics, and is only interested in curating some categories that he created.
