Proposal for change of title to 20th-century American women of Puerto Rican descent

I propose changing the title of this category to "20th-century American women of Puerto Rican descent". These people face (a) racial discrimination and (b) confusion about not being Americans.
I also propose that all categories beginning with "Puerto Rican" be changed in the same manner. How do I do this? Can this be escalated to a discussion panel? Racism and confusion about who are or are not Americans are on the rise.
