"...a series of human tragedies in the months and years following the hijacking of IC 814 could have been avoided."
This sounds like a veiled threat. By "tragedies", the author is clearly implying 9/11. In fact, the entire section is questionable. Rewrite the section differently; who claims that these "tragedies" could have been avoided? Is that a personal opinion, the opinion of someone else, fact (doubtful), or what?
