the 99.74 is in the source. (maybe its updated since the original post). It is consultative because as a referendum not sanctioned in the centre (and per the comments for the reasons of the referendum) it was to adjuge in an unnofficial capacity. Ie- the advice of the people of north kosovo. It was the writ of the state though
The "respects" in the background section seems pov-ish which i believe adhere is better.
I moved the announcement of the referendum awy from the election since that deals with election day and the restults itself. Background seems pertinent, though a "date" could do as well.
"borisloc" popped out of nowhere and was obviosu vandalism that was overlooked.
"inorder " indicates the reason thereof vs. absolute fact (its the opinion of Sebs in north kosovo)
