Cleanup and updates
editI was doing some cleanup, and noticed the comment that the board is "the first of its kind Animal welfare organization to be established by any Government in the world". If this is true, it would be good to have an independent reference for it. I'm going to take it out until one is found.
This comment: "Smt. Rukmini Devi Arundale pioneered the setting up of the Board, with its Headquarters at Chennai, and guided the activities of the Board for nearly twenty years till her demise in 1986." - I was unable to find any reference that she led the board for close to 20 years, but the org's website says she started it up. The numbers are a little off in the statement as well, as the board started in 1962 and 1986 is 24 years after that, not less than 20. So I'd rather keep that detail out until there is an independent reference (more than her wikipedia article).
This quote from the constitution is nice but not sure that it fits in here? There is no reference cited either; I'm including it here:

I added a bunch of references and took out the header warning that references are needed.
I trimmed down some of the categories, and dropped the "see also" to the "Animal welfare" page. That page is too general to be a very useful link, I think.
It would be nice to have some external references not related to the organization. I'll leave that for another day or editor!
