Link to Celent report added - this remains the best independent report on this subject, and the only site I know of where you can get this report as a download. Just fill in the details with blanks or any characters if the registration form irritates. The comment is both correct and incorrect. USA PATRIOT does require all institutions but its reach is only to institutions that have an office in the US. E.g. a one-branch bank in Tehran isn't required by USA PATRIOT. FATF requires countries to set up an environment where they will do that, but not all nations agree/have signed with FATF.
