That means the translation can't replace the text of this article until it's thoroughly checked for accuracy and English and fixed up. So it would probably be faster either to make your own translation, or to use the Spanish-language article to locate references and expand the article based on them. It does need to be expanded; it doesn't have to look just like the Spanish article, and indeed shouldn't, because different things will need to be explained.
