Civilian Oversight agencies don't understand that abuse is caused by extreme overhiring by police departments, unqualified police offices (given rubber stamped college credits), and tremendous payroll theft because of no mayoral oversight. These conditions together produce arrogant policemen, the worst of which we find out through the media. The proper way to deal with this is not to defund the police, but to invalidate the police unions, fire all the lawbreakers, bring up all the part time officers, and place them on the state civil service with full time jobs.
