A comma after 2013?

- @EvergreenFir: Obviously not in the title, but in the text instead. Shouldn't it be like "Seattle, Washington," and "on 23 March, 2020,"? I have found a pdf from the Indian Law Institute, but it has two ridiculous mistakes on two consecutive pages, so... I would't be surprised if Indians outright disregard the rules of punctuation.--Adûnâi (talk) 16:06, 23 March 2020 (UTC)
