Propaganda
editThis article sounds like propaganda. One of the definitions of 'voluntary' as provided by Merriam-Webster's online directory is "acting or done of one's own free will without valuable consideration or legal obligation".
This means that describing participation in C-TPAT as voluntary is plain wrong. Not participating would mean that distributors have potentially more inspections and also potentially refusal to expedite. So clearly not "without valuable consideration".
Spelling
edit... should be "Customs-Trade Partnership Against Terrorism" with the initial "-" and "Against" instead of "against". 85.178.8.124 08:22, 8 July 2007 (UTC)
