Another issue with sourcing: every article cited should mention Carruthers in some way. If, for example, Carruthers once made a statement about police shootings, and you include a separate article that covers police shootings in general but does not mention Carruthers (which is the case now), that's WP:Original research and thus not part of an encyclopedia article. Drawing a connection between Carruther's work and an article about police which does not mention Carruthers is all fine and well for journalism, or legal research, but for an encyclopedia there's a strict policy of not conducting one's own analysis and drawing one's own links and conclusions.
The article does not mention Carruthers because Carruthers wrote it. His comments on its public release are mentioned.Offender9000 19:23, 9 November 2012 (UTC)
Article also lacks a proper introduction; there is nothing in the first paragraph which explains what he is famous for. WP articles aren't purely chronological, they have a "lead" which is a very short summary of the article at the beginning. Please see WP:Lead for guidelines on how to create an introductory paragraph.

I've done some editing on this page to tidy things up a little. There is definitely more work that can be done, put hopefully it reads a little better now. I have pulled out some POV pushing material, or other material that wasn't directly related to Carruthers. Some of this material might be suitable for the NZ Parole Board page.
