Change of Title

Administrative license

The article says "The PRC considers the driving license, under a new law, an administrative license", but it is not clear what an administrative license is, nor how it differs from a non-administrative license. Can anyone clarify? —BillC ^talk 00:37, 22 June 2024 (UTC)Reply
