World Bank ranks individual nations on the Ease of doing business index, and not the individual states within the nations. In December 2014, Government of India came up with own ease of dosing business rankings for the states of India based on the completion performance of individual states on a common 98-point business reform action plan covering 8 key areas (see more here and here).
