The NGRAMS result for English-language sources shows a dramatic spike during Radovan Karadzic's main activity[1] Primary redirect from surnames is used in other cases, such as Heydrich -> Reinhard Heydrich, with others listed at Heydrich (surname). Ahem, I don't actually think this is a correct interpretation of WP:PRIMARYTOPIC. For one, it's easy to claim that Vuk Karadžić probably has more long-term significance than the politician. Likewise, some of us generally prefer to have surname articles instead of short-circuiting navigation where people aren't actually mononymously known under the surname. In general, with just a single person chiming in in a week's time, I think a more appropriate solution would have been to relist it to gather a clearer consensus.
