The article says, "The census area's per-capita income makes it one of the poorest places in the United States." But what is the per-capita income?

Joel Achenbach writes in the Washington Post (http://www.washingtonpost.com/lifestyle/style/fires-tornadoes-asteroids-how-we-prepare-for-looming-disaster/2013/07/10/29169e90-e59a-11e2-aef3-339619eab080_story_1.html) "[T]he Hazards and Vulnerability Research Institute at the University of South Carolina . . . has published a map showing the social vulnerability to disaster of every county in the United States. It’s a resilience map that takes into account such things as poverty, age and the percentage of people with special needs. The five most vulnerable counties are, in order, the Bronx; Wade-Hampton in Alaska; Manhattan; Buffalo, S.D.; Daniels, Mont."

Note that Wade-Hampton is right up there, with two much more famous boroughs. This claim is notable enough to be in Wikipedia. Some one should research it.
