After taking a glance at the english language coverage it appears that there are at least three Navin/Naveen (not sure why but there seems to be disagreement on how to render that name) Chawlas of notability or near to it which complicates the search somewhat. A high court judge in India will probably hear hundreds of cases in their career. One can find and compile the trivial mentions they receive in reliable secondary sources, in many of those cases. That doesn't warrant standalone article on each of those judges. Both the sources you mentioned are NOT sigcov. The context in which Chawla is mentioned is by the oral arguments he made during the proceedings in those relevant cases. Those are not trivial mentions, they are signficant coverage of the subject's descisions. You appear to be confusing primary subject of the article with signficant coverage, coverage does not need to be primarily about the subject in order to be signficant coverage: "Significant coverage is more than a trivial mention, but it does not need to be the main topic of the source material." Incorrect. A source which publishes verbatim, quotes from the subject does not establish notability. Is there any independent commentary about the judge by barandbench and TOI in the two sources you cited, or any other reliable source? We are an encyclopedia, not an indiscriminate collection of information source that publishes verbatim, oral arguments made by judges during court proceedings. Yes you can create pages for most judges at that level, hence consensus being that their notability is presumed (presumed notability in this context is basically saying that almost everyone in the given category will have signficant coverage, at least as the community recognizes it not as you recognize it here).
