The name of the article should be Se Cathedral. This is the name by which the cathedral is known (even though it is meaningless because it combines a Portuguese and an English word). Search for 'cathedral of Goa' in Google, and 90% of the results will give this name. WP:TITLES states plainly Wikipedia does not necessarily use the subject's "official" name as an article title; it prefers to use the name that is most frequently used to refer to the subject in English-language reliable sources.
The title 'Sé Cathedral of Santa Catarina' is inappropriate because it is two Portuguese nouns connected by an English conjunction.
Take for example Sagrada Familia. The official name of the basilica in the local language, Catalan is Basílica i Temple Expiatori de la Sagrada Família, but this is not used and also note that the accented i is not used in the title.
The official name of Se Cathedral would be the Konkani name because Konkani is the local language, the official language of the state and the official language of the archdiocese. I'm not sure what the correct spelling is, I will look it up, but for now I'm going to use Sant Katerinachi Katedral.
