The company is not based in Netherlands as stated, but in Lithuania, as well as majority of its staff: https://www.linkedin.com/company/surfshark/about/ I am not going to speculate about the causes of this misinformation, but I would kindly ask Wikipedia community to pay closer attention to the fact-checking on this page, as well as to the other contributions of the users who added the misleading information.
