As a european commissioner for Hone Affairs Johansson has adopted the pro-immigration agenda. In the EU debate on the new migration pact she said "we have a lot of migration to the european union, and we need that".
Dans is correct that "pro-immigration agenda" was unsourced, and it still is even after the video has been added – "agenda" is not in the video, "pro-immigration" is not in the video, and "immigration" is not in the video, either (it's all "migration"). Moreover, stating that a term is a dog-whistle is a statement about the term – there's no reason to interpret it as an accusation of anybody intentionally using a non-neutral term. When other editors raise WP:NPOV concerns, strive to address whether the material is neutral rather than dismissing their concerns without addressing them – if you think "pro-immigration agenda" is a neutral term, make an argument to that effect. I also have to say that Johansson was quoted very selectively – in that video, she referred to the ageing of Europe as the reason migration to Europe was needed, and outright stated "those that are not eligible to stay, they have to leave; not everybody that has a right to apply for asylum has the right to stay in the European Union".
