Subject of the article does not appear to meet notability requirements as set forth in WP:BIO and more specifically WP:SOLDIER. This in no way should be seen as a slight against the honorable service of the First Lieutenant. Overall: This article needs significant work to get to the point where it doesn't violate copyright violation and sufficient reliable sources from non-primary sources need to be found to verify the subject is notable per WP:GNG, WP:BIO, or WP:SOLDIER.
