Formats the oxidation states of a chemical element.
Usage

- symbol is the element symbol
- format controls the result:
- format=row: for the {{List of oxidation states of the elements}} table (calls {{List of oxidation states of the elements/row}})
- format=IB: for an {{Infobox element}} (calls {{List of oxidation states of the elements/IB}})
