- ... that the Royal Commission on Opium, although set up at the instigation of anti-opium campaigners, actually set back the anti-opium cause by 15 years ....?

- The hook is hooky and everything's adequately sourced. The only reason I'm not giving this the go-ahead just yet is that in the "Membership" section there are two places where the text talks about two members but then discusses three members.
