Guru Gobind Singh Indraprastha University, commonly referred to as Indraprastha University and abbreviated as GGSIPU or IP, is an Indian public affiliating and teaching university located in Delhi. The university was established by the Government of National Capital Territory of Delhi in 1998 after passing the Indraprastha Vishwavidyalaya Act in the Legislative Assembly with the goal of providing professional and technical education in the National Capital Region.[1] Indraprastha University is recognised by the University Grants Commission under section 12B of UGC Act, and has received A grade from the National Assessment and Accreditation Council.[2][3] The university is administrated by the Directorate of Higher Education, a branch of Government of NCT of Delhi, and the Lieutenant Governor of Delhi, Tejendra Khanna, is its chancellor.[4][5]

The university affiliates 67 self financing and 12 government institutions. It has one constituent college, Indira Gandhi Institute of Technology, and maintains two centres of education and learning in DAV Institute of Management and JSS Academy of Technical Education.[6]

The university has two campuses — West Campus in Dwarka Sub City, and the other at the East Campus located in Kashmere Gate, which the university shares with Ambedkar University Delhi.[7] The majority of the student population is located on the university's 60-acre (24 ha) main campus at Dwarka. It has thirteen schools, referred to as the University School of Studies.[8] All but one are located in Dwarka. The University School of Architecture and Planning is the only university school located at the East Campus.[9]

Indraprastha University is a member of the Association of Commonwealth Universities, the Association of Indian Universities, and the Distance Education Council.[10][11][12]



Founded in 1998 it is a teaching-cum-affiliating university which affiliates more than 120 colleges in Delhi-NCR and has 15 schools and centres on its campus with one constitutional college — Indira Gandhi Institute of Technology (under the direct administration of the university). The university has been graded 'A' by NAAC Accredited University.

Guru Gobind Singh Indraprastha University has received the Platinum Technology Award for quality and excellence in the field of education, in Geneva, Switzerland, presented by Otherways Management and Consulting (OMAC), a Paris-based international organisation.[13][14]

History

Guru Gobind Singh Indraprastha University was established as Indraprastha University (IPU) on 28 March 1998 and eminent I.T. expert, Professor K. K. Aggarwal was appointed as Vice-Chancellor of the university.[15] The university was named after the ancient mythological city of Indraprastha, which features prominently in the Mahabharata epic.[16] In 2001, the university was officially re-christened as Guru Gobind Singh Indraprastha University (GGSIPU) after the tenth guru of Sikhs Guru Gobind Singh.[17] The university is completely secular and doesn't have any religious affiliations.

In 1997 Delhi had four universities — Delhi University, Jawaharlal Nehru University, Jamia Millia Islamia University and Indira Gandhi National Open University. All of them are Central Universities. Delhi University (DU), the only affiliating university, had reached the point of saturation and was unable to either open a college on its own or affiliate colleges opened by either the Government of Delhi or by a private organization. Therefore, the Delhi government decided to open a new state university to reduce the burden on DU. The Guru Gobind Singh Indraprastha University was formed by passing a bill in legislative assembly.[18] GGSIPU was established with a focus towards professional courses, unlike Delhi University which is more oriented for general courses.[19]

Eighty five percent of the total seats intake in programs of university were made for Delhi students only, which applies for all the schools, centres and colleges located in Delhi. This special mass reservation provides much needed opportunities to the students of Delhi, as the students were no longer required to go to far-flung states like Karnataka, Andhra Pradesh, Maharashtra and Tamil Nadu for seeking admission under professional programmes. A total intake capacity of about 5000 seats in was created; now it has crossed over 50,000.[19]

Administration and organization

The University Grants Commission has recognized the Guru Gobind Singh Indraprastha University and has declared it eligible for receiving Central assistance in terms of Rules under Section 12-B of the U.G.C. Act, 1956. Earlier the University had already been included in the list of Universities maintained by the Commission under Section 2(f) of the U.G.C. Act. The Government of Delhi continued to provide full grant to meet the recurring as well as non-recurring expenditure for the first five years that is up to 2004-2005, in addition to the matching grant required to be provided for Development Corpus Fund, every year.

Since 2005-2006 onwards, that is after five years of establishment of university, the Government of Delhi meets the demand of non-recurring expenditures only, which includes, building maintenance, purchase of laboratory equipments, books, office furniture and other technical and non-technical equipments.

Indraprastha University has 15 schools and 2 centers. These are the faculties of the university. All are present at either main campus (Dwarka) or Kashmere Gate campus; they are among the pioneer institutions of the university. Curriculum for these schools and centers is usually different from other affiliated institutions.

The university has its campus in Dwarka being recently shifted from Kashmere Gate. It is a new campus and spread over an area of 60 acres where a still considerable portion is under construction. On Dwarka campus, the university is running 10 schools and imparting professional education to more than 3000 graduate and post-graduate students.

Kashmere Gate campus has been solely acquired by Indira Gandhi Institute of Technology and Ambedkar University. With an aim to provide "Research and Development" facilities of international standards, the university has decided to set up an Institute of Information Technology in Surajmal Vihar, East Delhi. For this purpose it has acquired 19 acres (77,000 m2) of land on which the construction is likely to start very soon.

University Information Resource Center (Library)

The library, re-christened as University Information Resource Centre (UIRC), was established in September 1999 with the prime responsibility to supplement the education and knowledge needs of the students, researchers and its faculty members. As like other departments of university, UIRC has shifted to the Dwarka campus, but the Information Technology and Business sections are still in Kashmere Gate. The services offered by UIRC are fully computerized. It has Web OPAC system with university’s website which helps its members and international academic community to assess the information on the library holdings on-line. The centre at present serves about 4000 members.[20]

Academic programs and affiliated institutes

GGSIPU was established as an affiliating and teaching university to promote studies in the emerging areas of higher education. The university runs almost 50 courses of study as diverse as engineering, technology, business management, medicine, pharmacy, nursing, education, and law.[21][22] There are more than 120 colleges affiliated to it which are run according to the rules and regulation set by the university.[23]

Admission

Admission to courses of the university are strictly done by Common Entrance Tests (CETs). The university holds 26 CETs for admissions to all of its programs.[24]

International students and education

Guru Gobind Singh Indraprastha University enrolls foreign students in its affiliated schools and colleges.[25] It has been qualified to be a certified and education partner with Educational Testing Services (ETS), Princeton, New Jersey, USA. The university is a certified test administrative site for internet based examination for TOEFL iBT and other ETS tests (GRE, GMAT, SAT). The university has been recognized globally with this significant achievement and by this it promotes international education.[26] The university hosted 30 students from Laos as part of a bilateral cooperation programme on Information and Communication Technology.[27]

According to Webometrics Indraprastha University is ranked 87th among the top universities of India, just behind Kurukshetra University in this list Indian Institute of Management Bangalore lies at 42nd position; it ranks at 5522th spot in the list of world's top universities. Faculty of Biotechnology of university-University School of Biotechnology is ranked sixth in the list of Premier Public Biotechnology Institutes of India.[28]

University banks

The Punjab and Sind Bank at the Kashmere Gate campus of university served as the official banker of university until the shifting of university to its Dwarka campus. Now Indian Bank provides money management facility to university students and staff as official banker of university. It is the official and only vendor of university's CETs' forms.

There is no common Alumni Association of the University but the schools and centres have their own separate ones. Although Indraprastha University has 13 schools and 2 centres, only few of these have their own established alumni associations.[29]
