some countries (like Iceland) have no separately organized nationalist parties. In these cases, there will be a certain percentage of nationalists in the conservative-right parties. Nationalism is also hidden in rigid two-party systems like that of the USA (see also Nationalism in the United States) There will probably always be a residual percentage of nationalists of 2-3% that doesn't show in elections, because movements of such small size are not strong enough to show up in election results, or choose to team up with larger groups.
10% parliamentary nationalism is precarious for a civilised democracy. At 15-20%, you start to have angry lynch mobs in the streets. Somewhere around 35-40%, things spiral down into civil war (or war). Your basic 2-3% nationalists are probably normal (and even healthy) for any society. This may correspond to a basic fraction of about 10% morons in any human population (of which maybe a third each will be apolitically moronic, far left, or far right).
