Clerks and Arbitrators should use this section to clarify their understanding of the final decision—at a minimum, a list of items that have passed. Additionally, a list of which remedies are conditional on others (for instance a ban that should only be implemented if a mentorship should fail), and so on. Arbitrators should not pass the motion to close the case until they are satisfied with the implementation notes.

Request for Arbitration declined
editThis is a courtesy notice to inform you that a request for arbitration, which named you as a party, has been declined. Feel free to see the Arbitrators' opinions for potential suggestions on moving forward.
For the Arbitration Committee,{{safesubst:</includeonly#if:|| ~~~~}}
Template:Arb premature
In response to your request for arbitration, the Arbitration Committee has decided that arbitration is not required at this stage. Arbitration on Wikipedia is a lengthy, complicated process that involves the unilateral adjudication of a dispute by an elected committee. Although the Committee's decisions can be useful to certain disputes, in many cases the actual process of arbitration is unenjoyable and time-consuming. Moreover, for most disputes the community maintains an effective set of mechanisms for reaching a compromise or resolving a grievance.
In all cases, you should review Wikipedia:Dispute resolution to learn more about resolving disputes on Wikipedia. The English Wikipedia community has many venues for resolving disputes and grievances, and it is important to explore them instead of requesting arbitration in the first instance. For more information on the process of arbitration, please see the Arbitration Policy and the Guide to Arbitration. I hope this advice is useful, and please do not hesitate to contact me or a member of the community if you have more questions. ~~~~

editHello,
An Arbitration case involving you has been opened: [[Wikipedia:Requests for arbitration/{{{1}}}]]. Please add any evidence you may wish the Arbitrators to consider to the evidence sub-page, [[Wikipedia:Requests for arbitration/{{{1}}}/Evidence]]. You may also contribute to the case on the workshop sub-page, [[Wikipedia:Requests for arbitration/{{{1}}}/Workshop]].
On behalf of the Arbitration Committee, {{{2}}} delivered by ~~~~
Personal attacks and assumptions of bad faith, including any allegation not supported by evidence, are not permitted and will be removed by an arbitrator or clerk. Editors are warned that arbitrators and clerks may ban them from arbitration pages or block them to enforce this without further warning. |
Template:ArbComOpenCase/Evidence
Anyone, whether directly involved or not, may add evidence to this page. Please make a header for your evidence and sign your comments with your name.
When placing evidence here, please be considerate of the arbitrators and be concise. Long, rambling, or stream-of-consciousness rants are not helpful.
As such, it is extremely important that you use the prescribed format. Submitted evidence should include a link to the actual page diff; links to the page itself are not sufficient. For example, to cite the edit by Mennonot to the article Anomalous phenomenon adding a link to Hundredth Monkey use this form: [https://en.wikipedia.org/w/index.php?title=Anomalous_phenomenon&diff=5587219&oldid=5584644] [1].
This page is not for general discussion - for that, see talk page.
Please make a section for your evidence and add evidence only in your own section. Please limit your evidence to a maximum 1000 words and 100 diffs, a much shorter, concise presentation is more likely to be effective. Please focus on the issues raised in the complaint and answer and on diffs which illustrate behavior which relates to the issues.
If you disagree with some evidence you see here, please cite the evidence in your own section and provide counter-evidence, or an explanation of why the evidence is misleading. Do not edit within the evidence section of any other user.
Be aware that the Arbitrators may at times rework this page to try to make it more coherent. If you are a participant in the case or a third party, please don't try to refactor the page, let the Arbitrators do it. If you object to evidence which is inserted by other participants or third parties please cite the evidence and voice your objections within your own section of the page. It is especially important to not remove evidence presented by others. If something is put in the wrong place, please leave it for the arbitrators to move.
The Arbitrators may analyze evidence and other assertions at [[Wikipedia:Requests for arbitration/{{{1}}}/Workshop|/Workshop]]. /Workshop provides for comment by parties and others as well as arbitrators. After arriving at proposed principles, findings of fact or remedies voting by Arbitrators takes place at [[Wikipedia:Requests for arbitration/{{{1}}}/Proposed decision|/Proposed decision]]. Only Arbitrators may edit /Proposed decision.

After considering [[Wikipedia:Requests for arbitration/{{{1}}}/Evidence|/Evidence]] and discussing proposals with other arbitrators, parties and others at [[Wikipedia:Requests for arbitration/{{{1}}}/Workshop|/Workshop]] place proposals which are ready for voting here.
Arbitrators should vote for or against each point or abstain.
- Only items that receive a majority "support" vote will be passed.
- Items that receive a majority "oppose" vote will be formally rejected.
- Items that do not receive a majority "support" or "oppose" vote will be open to possible amendment by any Arbitrator if she/he so chooses. After the amendment process is complete, the item will be voted on one last time.
Conditional votes for or against and abstentions should be explained by the Arbitrator before or after his/her time-stamped signature. For example, an Arbitrator can state that she/he would only favor a particular remedy based on whether or not another remedy/remedies were passed.
On this case, {M} Arbitrator(s) is/are recused and {N} is/are inactive, so {14-M-N} out of 14 arbitrators are available and {floor((14-M-N)/2)+1} votes are a majority.
- For all items

About this page Use this section to request the committee open an arbitration case. To be accepted, an arbitration request needs 4 net votes to "accept" (or a majority). Arbitration is a last resort. WP:DR lists the other, escalating processes that should be used before arbitration. The committee will decline premature requests. Requests may be referred to as "case requests" or "RFARs"; once opened, they become "cases". Before requesting arbitration, read the arbitration guide to case requests. Then click the button below. Complete the instructions quickly; requests incomplete for over an hour may be removed. Consider preparing the request in your userspace. To request enforcement of an existing arbitration ruling, see Wikipedia:Arbitration/Requests/Enforcement. To clarify or change an existing arbitration ruling, see Wikipedia:Arbitration/Requests/Clarification and Amendment. Guidance on participation and word limits Unlike many venues on Wikipedia, ArbCom imposes word limits. Please observe the below notes on complying with word limits.
General guidance
|
Wikipedia:Arbitration/Requests/Clarification and Amendment/Header
Use this section to request clarification or amendment of a closed Arbitration Committee case or decision.
- Requests for clarification are used to ask for further guidance or clarification about an existing completed Arbitration Committee case or decision.
- Requests for amendment are used to ask for an amendment or extension of existing sanctions (for instance, because the sanctions are ineffective, contain a loophole, or no longer cover a sufficiently wide topic); or appeal for the removal of sanctions (including bans).
Submitting a request: (you must use this format!)
- Choose one of the following options and open the page in a new tab or window:
- Click here to file a request for clarification of an arbitration decision or procedure.
- Click here to file a request for amendment of an arbitration decision or procedure (including an arbitration enforcement action issued by an administrator, such as a contentious topics restriction).
- Click here to file a referral from AE requesting enforcement of a decision.
- Click here to file a referral from AE appealing an arbitration enforcement action.
- Save your request and check that it looks how you think it should and says what you intended.
- If your request will affect or involve other users (including any users you have named as parties), you must notify these editors of your submission; you can use
{{subst:Arbitration CA notice|SECTIONTITLE}}
to do this. - Add the diffs of the talk page notifications under the applicable header of the request.
Please do not submit your request until it is ready for consideration; this is not a space for drafts, and incremental additions to a submission are disruptive.

Unlike many venues on Wikipedia, ArbCom imposes word limits. Please observe the below notes on complying with word limits.
- Motivation. Word limits are imposed to promote clarity and focus on the issues at hand and to ensure that arbitrators are able to fully take in submissions. Arbitrators must read a large volume of information across many matters in the course of their service on the Committee, so submissions that exceed word limits may be disregarded. For the sake of fairness and to discourage gamesmanship (i.e., to disincentivize "asking forgiveness rather than permission"), word limits are actively enforced.
- In general. Most submissions to the Arbitration Committee (including statements in arbitration case requests and ARCAs and evidence submissions in arbitration cases) are limited to 500 words, plus 50 diffs. During the evidence phase of an accepted case, named parties are granted an automatic extension to 1000 words plus 100 diffs.
- Sectioned discussion. To facilitate review by arbitrators, you should edit only in your own section. Address your submission to arbitrators, not to other participants. If you wish to rebut, clarify, or otherwise refer to another submission for the benefit of arbitrators, you may do so within your own section. (More information.)
- Requesting an extension. You may request a word limit extension in your submission itself (using the {{@ArbComClerks}} template) or by emailing clerks-l lists.wikimedia.org. In your request, you should briefly (in 1-2 sentences) include (a) why you need additional words and (b) a broad outline of what you hope to discuss in your extended submission. The Committee endeavors to act upon extension requests promptly and aims to offer flexibility where warranted.
- Members of the Committee may also grant extensions when they ask direct questions to facilitate answers to those questions.
- Refactoring statements. You should write carefully and concisely from the start. It is impermissible to rewrite a statement to shorten it after a significant amount of time has passed or after anyone has responded to it (see Wikipedia:Talk page guidelines § Editing own comments), so it is often advisable to submit a brief initial statement to leave room to respond to other users if the need arises.
- Sign submissions. In order for arbitrators and other participants to understand the order of submissions, sign your submission and each addition (using
~~~~
). - Word limit violations. Submissions that exceed the word limit will generally be "hatted" (collapsed), and arbitrators may opt not to consider them.
- Counting words. Words are counted on the rendered text (not wikitext) of the statement (i.e., the number of words that you would see by copy-pasting the page section containing your statement into a text editor or word count tool). This internal gadget may also be helpful.
- Sanctions. Please note that members and clerks of the Committee may impose appropriate sanctions when necessary to promote the effective functioning of the arbitration process.
General guidance
- Arbitrators and clerks may summarily remove or refactor discussion without comment.
- Requests from blocked or banned users should be made by e-mail directly to the Arbitration Committee.
- Only arbitrators and clerks may remove requests from this page. Do not remove a request or any statements or comments unless you are in either of these groups.
- Archived clarification and amendment requests are logged at Wikipedia:Arbitration/Index/Clarification and Amendment requests. Numerous legacy and current shortcuts can be used to more quickly reach this page:
For all other problems, including content disagreements or the enforcement of community-imposed sanctions, please use the other fora described in the dispute resolution process. To appeal Arbitration Committee decisions, please use the clarification and amendment noticeboard. Only autoconfirmed users may file enforcement requests here; requests filed by IPs or accounts less than four days old or with less than 10 edits will be removed. All users are welcome to comment on requests except where doing so would violate an active restriction (such as an extended-confirmed restriction). If you make an enforcement request or comment on a request, your own conduct may be examined as well, and you may be sanctioned for it. Enforcement requests and statements in response to them may not exceed 500 words and 20 diffs, except by permission of a reviewing administrator. (Word Count Tool) Statements must be made in separate sections. Non-compliant contributions may be removed or shortened by administrators. Disruptive contributions such as personal attacks, or groundless or vexatious complaints, may result in blocks or other sanctions. To make an enforcement request, click on the link above this box and supply all required information. Incomplete requests may be ignored. Requests reporting diffs older than one week may be declined as stale. To appeal a contentious topic restriction or other enforcement decision, please create a new section and use the template {{Arbitration enforcement appeal}}.
