Talk-page notice is not 100% correct

142.245.59.15 is a shared IP address for Royal Bank of Canada, yes (as is this address, .10) - but RBC is not a government institution. It's just a big corporate bank. So the Infobox notice might give someone the wrong impression. I would prefer to not dig too deep into the deep policy parts of Wikipedia during work, so I can't currently do it myself.
