editThis really is lost in the mists of time; I suppose your guess is as good as many others, if one is going by the traditional histories (well, proto-histories) and the Consualia. But please note that prior to this (even assuming the most approximate dating accuracy), it was simply a route through fertile farmland. Handy for racing.
