Since this is not your first problem with copyright, I should point out that while facts are not copyrightable, creative elements of presentation - including both structure and language - are. The less creative the expression, the looser copyright applies, but even so close paraphrasing becomes a great concern when there are long passages that include fragments of the original and the structure of the original is retained. The essay Wikipedia:Close paraphrasing contains some suggestions for rewriting that may help avoid these issues. The article Wikipedia:Wikipedia Signpost/2009-04-13/Dispatches, while about plagiarism rather than copyright concerns, also contains some suggestions for reusing material from sources that may be helpful, beginning under "Avoiding plagiarism". How to do it

there's an easy way. you must explicitly license the rights to the material according to our licensing using the CC-BY-SA and the GNU licenses, as explained in WP:COPYRIGHT and WP:Donating copyrighted materials You probably have authority to do so, but if not, figure out who does. It has to be done formally, if at all possible before the article is written, and the "OTRS number" added as specified. Myself, I think we should accept informal assurances, but we do not. There is no other way except adding a CC-BY_SA to the page itself. Do this formal procedure even if you are going to use only part of the page, or if you are going to use a close paraphrase. Do it every time. Do it separately for every photograph. Please catch up now on the existing problems, & when you have, then do it with every new article and illustration.

When the material on the page is not straightforward description, I suggest rewriting instead, because the usual press release style is not considered suitable for an encyclopedia. If you do that, follow the excellent advice VernoWhitney just gave you. You'll still need to give a license for photographs.

And some style and content hints: revise the entries to not use the term Mr. or the equivalent. Give the name and title in full only in the first sentence. Afterwards, use the last name only--and do not use it too much--it's better to use "he" or "she" as appropriate. It is always appropriate to mention whom an official directly succeeds--if an office is notable, all the holders of the office are back to the beginning, and someone may want to write the articles at some point. For academics, we usually only list their books, not articles or other minor publications (unless they are scientists). Try to list published books in standard full bibliographic form--you can get it from WorldCat. Try to always add birthdate and birthplace. If the person is notable, you can & should add their name to the list of "notable alumni" for their colleges, and to the list of notable people from their birthplace or the city they are associated with.
