(Note also the sophistication of the attempt at reinstatement of privileges.) If this is the case, it is up to those already participating, to determine whether reopening access is advisable. If it is reopened, I would volunteer for a trial period, say 4 weeks, with involvement of others that have already interacted, to try to shape future participation in the direction of encyclopedic work.
