I had started off with a rather aggressive WP:CSD#G5 approach, but I'm not 100% sure that he's the same guy, even though I think the odds are good. He's almost certainly a sockpuppet of somebody, given that his universal contribs show he's only been editing since the end of January at any forum. Had he been a registered contributor of another Wiki prior to that, his facility with markup would be easier to account for. Anyway, I've decided not to treat this as though it is 100% confirmed that he's the same fellow, but rather to treat it like any other CCI. Fair enough - you know the old case better than me (although the old name rings a bell for some reason I can't remember). I know how busy you are in the week and didn't want this one sitting on your talk page for a while while they continued to introduced more copyvio. As you say they're definitely a sock of someone. The contribution at Civil Services of India have made me a little more certain about of whom however. There's been a string of 59.* IPs editing similar bits of that article since the original account, and then one of his socks, were blcoked. Now this one has come along and edited similar bits. Dug around a bit more - they've also uploaded images of the same person on commons (commons:File:AK_Antony.jpg and commons:File:AK Antony with KV Jacob.jpg). The comments by Vrghs jacob at Commons:Commons:Deletion requests/File:Barack Obama Parliament of India.jpg could also explain why Varghesejacob seemingly has access to old photos of Indian cabinet members.
