Thanks for your note. Unfortunately you will need verifiable sources that show notability. On reviewing the article, I see neither.

Notability needs to be more than "local". Also, the article was rife nonsense like "showered with worldly goods" and "when the command wolf was caught having a three way affair . . . ." It goes on to describe other unsavory activities. At no point does it assert notability. From what I can see, you'd be as well of starting from scratch! I am unable to find any Google hits that would assert notability or verify any of the content in the deleted article.

Please read the manual of style to see how to better write articles. Another problem is the lack of verifiable sources. Defamatory information is unacceptable. Please see WP:BLP. Any negative material must be sourced from reliable sources-- Please see WP:RS. Please do not attempt to recreate this article without a thorough understanding of notability and verifiability. Unsourced material that violates WP:BLP will be removed as soon as it is seen.
